RECO is governed by a nine-person board of directors split in three director categories: sector directors, non-sector directors, and ministerial appointees.
The role of RECO’s board is to assume the overall stewardship of the organization by adopting strategic governance practices, overseeing the organization’s affairs and monitoring and assessing the performance and progress of RECO’s short- and long-term goals. The board is expected to champion the strategic goals while the day-to-day operations are led by the CEO.
Board Directors are responsible for acting in the best long-term interests of RECO and are required to adhere to the Code of Conduct for Directors (Schedule C of the Administrative Agreement with the government of Ontario).

Katie Steinfeld, chair of RECO’s board of directors, has served on RECO's board since 2020. She was Chair from 2023-2025 and was re-elected for a two-year term at the 2025 AGM. Katie has been a registered real estate professional for over 14 years. For more than seven years, she has been the broker of record and owner of On The Block Realty Inc., an independently-owned real estate brokerage in Woodbridge, Ontario. Katie holds a Bachelor of Business Administration-Marketing degree from the Schulich School of Business, York University.
Stephen Rotstein, Vice-Chair

Stephen Rotstein, vice-chair of RECO’s board of directors, has served on RECO’s board since May 2024. Stephen is vice-chair at Tribunals Ontario where he adjudicates landlord and tenant board matters. He has extensive regulatory and voluntary leadership experience including serving as bencher (board member) of the Law Society of Ontario, president of In-House Counsel Worldwide, an adjudicator for the Law Society Tribunal, and is a member of the Federal Judicial Advisory Committee for the Greater Toronto Area. He also previously served as president of the Canadian Bar Association. Stephen holds a Bachelor of Arts degree in political science and history from Western University and a Bachelor of Laws degree from Osgoode Hall, York University. He is a member of the bar in Ontario and New York State and holds the Certified In-House Counsel – Canada certification (CIC.C).
Owen Crampsie

Owen Crampsie joined RECO’s board of directors in May 2025. He started his real estate career as a salesperson in 1995 and has been a registered real estate professional for over 30 years. Owen has held every position possible in the real estate business including manager, broker, and broker of record/owner of his own brokerage with the Coldwell Banker brand for 21 years. He previously served as a director of the Windsor-Essex County Real Estate Board for six years, and founded a non-profit group called The Giving Eight in 2020 with seven other business owners, raising funds to support local charities. Owen is currently a broker with the Royal Lepage brand.
Roberta (Bobbie) Ann Drew

Bobbie Drew joined RECO’s board of directors in August 2024. With more than 30 years’ experience in municipal politics, she was an elected trustee with the Durham Region Board of Education for twelve years, retiring as vice-chair. She subsequently served as ward councillor, regional councillor and mayor of Scugog Township. As a member of regional council, Bobbie served on the Durham Region Police Services Board for eight years (the final two as chair).
Bobbie is a resident of Port Perry in Scugog Township and has three grown children.
Karim Karsan

Karim Karsan joined RECO’s board of directors in May 2024. Karim is vice-president and associate general counsel at the Chartered Professional Accountants of Ontario. He has held a number of compliance and consumer-protection roles including: deputy registrar and director of licensing and registration at the Alcohol and Gaming Commission of Ontario, and vice-president, consumer protection and chief compliance officer at the Ontario Energy Board. He is currently vice-chair of Kensington Health Foundation and serves on the board of the Ontario Arts Foundation. Karim holds a Juris Doctor degree from the University of Manitoba and a Master of Business Administration degree from the Schulich School of Business, York University.
Sylvia Kirkwood

Sylvia Kirkwood joined RECO’s board of directors in May 2025. She currently works as a broker with Coldwell Banker, Peter Benninger Realty, in Port Elgin, Ontario, and has been a registered real estate professional for over 27 years. Previously, Sylvia served as Chief Administrative Officer for a rural municipality in Bruce County, and as a member of the Committee of Adjustment for the Town of Halton Hills. She holds an undergraduate degree in Urban and Regional Planning from Toronto Metropolitan University.
Judy Pfeifer

Judy Pfeifer is a chartered director with deep expertise in governance, regulatory strategy, and reputation management. She brings a public interest perspective to board and advisory roles, grounded in executive leadership across financial services regulation, public infrastructure and the private sector. With more than 15 years of board experience, she currently serves on the boards of Community Food Centres Canada and the Consumer Advisory Council of the Travel Industry Council of Ontario (TICO). Judy is also an instructor in the Executive Leadership Program for Regulators with the Council on Licensure, Enforcement and Regulation (CLEAR).
Jasvinder (Jessie) Singh

Jasvinder (Jessie) Singh joined RECO’s board of directors in May 2024. Jessie is chief financial officer at the law firm of Koskie Minsky. His career has spanned the banking, telecom, and accounting sectors. Jessie is a Chartered Professional Accountant (CPA) and Certified Management Accountant (CMA). Jessie serves on the board of the Guelph General Hospital and is chair of the Canadian Mental Health Association’s Halton Branch. He holds a Master of Business Administration from the Schulich School of Business, York University.
