The Real Estate Council of Ontario (RECO) is a not-for-profit corporation established in 1997 to regulate real estate agents and brokerages to ensure consumer protection in Ontario’s real estate services sector.

RECO administers the Trust in Real Estate Services Act, 2002 (TRESA), the legislative framework previously known as the Real Estate and Business Brokers Act, 2002 (REBBA). On December 1, 2023, the second phase of legislative and regulatory changes to TRESA came into force, further enhancing the regulation of real estate services in Ontario.

RECO has a contract (the “Administrative Agreement”) with the Minister of Public and Business Service Delivery and Procurement to administer and enforce TRESA. RECO must fulfill its obligations in a manner consistent with its roles and responsibilities as described in the Administrative Agreement. The provincial government continues to be responsible for TRESA and its associated regulations, as well as general oversight of RECO.

TRESA is a consumer protection statute that governs the conduct of real estate brokerages and agents trading in real estate in Ontario. Prior to December 1, 2023, the title of the legislation was the Real Estate and Business Brokers Act, 2002 (REBBA).

Public submissions to government

From time to time, the government consults on proposed changes from the sector and the public. RECO’s submissions to the government address specific topics and questions raised through public consultation and forward proposed legislative reforms for consideration.
