The Real Estate Council of Ontario (RECO) is seeking a Delivery Lead. We have one permanent position available to start immediately.

About RECO

As Ontario’s regulator of more than 110,000 real estate agents and brokerages (often referred to as registrants), RECO administers and enforces the law that regulates trading in real estate in Ontario and enhances consumer confidence in the real estate services sector. RECO’s commitment to pursuing trust in every transaction means consumers can navigate the real estate market with confidence. A modern regulator with approximately 170 employees, RECO is a collegial and dynamic environment where strategic agility, curiosity and empathy are valued.

Hybrid work environment

RECO has adopted a ‘hybrid’ environment, which will typically include a minimum attendance in the office of two days per week, with some teams/positions requiring more frequent in-office attendance.

RECO’s commitment to diversity and inclusion: They aren’t just words to us!

RECO is committed to promoting an equitable, diverse, and inclusive environment that includes awareness, education, and engagement-building opportunities for all employees.

The role

The Delivery Lead is responsible for coordinating and strengthening the organization’s ability to deliver strategic initiatives predictably, transparently, and effectively across departments. Reporting to the Director of IT, this role provides enterprise-level visibility into delivery health, portfolio status, risks, dependencies, sequencing, and resource capacity across major initiatives, while supporting overall delivery governance.

Acting as a neutral delivery partner to business leaders, the Delivery Lead ensures initiatives are properly prioritized, clearly defined, appropriately resourced, and aligned with organizational objectives. The role owns intake, prioritization, and requirements definition for Stream 2 digital initiatives, serving as the bridge between business stakeholders and the development team to ensure modern web solutions are well-scoped, sequenced effectively, and delivered efficiently without unnecessary rework.

This is a hands-on coordination role that blends product thinking, delivery oversight, portfolio visibility, and lightweight business analysis within a small, fast-moving environment, focused on improving delivery discipline and execution maturity across the organization rather than owning individual business outcomes.

Position responsibilities

Delivery Leadership & Portfolio Oversight

  • Own and monitor the overall delivery health of the organization’s project portfolio, providing enterprise-level visibility into status, risks, dependencies, and capacity.
  • Establish and mature centralized delivery management and PMO practices, including consistent standards, governance, and reporting.
  • Coordinate initiatives that span multiple departments, identifying cross-project dependencies and shared resource constraints.
  • Support prioritization and sequencing decisions based on strategic alignment, capacity, and risk exposure.

Stream 2 Intake & Delivery Execution

  • Lead intake discussions with internal stakeholders to clarify objectives, scope, and expected outcomes.
  • Translate business needs into clear, structured requirements, including workflows, data elements, validation rules, and success criteria.
  • Own backlog prioritization, delivery sequencing, and timeline coordination to ensure predictable execution.
  • Manage scope proactively, preventing fragmentation, rework, and scope creep.
  • Ensure solutions align with regulatory requirements, operational realities, and enterprise architecture standards.
  • Maintain ongoing visibility into delivery risks, dependencies, and progress, surfacing issues early with mitigation options.

Qualifications and experience

  • 8+ years of progressive experience in project, program, or delivery management, with demonstrated success managing multiple concurrent initiatives across departments.
  • Experience leading or maturing delivery governance or PMO functions, with a focus on improving visibility, sequencing, and execution discipline.
  • Strong understanding of Agile, Scrum, Kanban, and hybrid delivery models, applied pragmatically rather than rigidly.
  • Proven experience in digital product delivery or modern web-based solution environments.
  • Comfortable gathering and clarifying requirements directly from business stakeholders, translating complex regulatory or operational processes into structured workflows and actionable delivery plans.
  • Strong organizational, prioritization, and backlog management skills, with the ability to manage scope and prevent fragmented development.
  • Clear, confident communicator able to work effectively with both technical teams and non-technical stakeholders.
  • Experience working in regulated, compliance-driven, or enterprise environments is a strong asset; real estate industry knowledge considered an asset.

Core competencies

  • Stakeholder relationship management and influence
  • Enterprise thinking and systems orientation
  • Risk assessment and mitigation
