The role
Under the direction of the Director, Information Technology, the Manager, Application Development is responsible for planning, coordinating, and supervising all activities related to the design, development, implementation, maintenance, and support of organizational information systems and software applications. This role provides leadership across the full Software Development Life Cycle (SDLC), including requirements gathering, application development, application support, integration design, and database management.
The Manager leads the design, architecture, and delivery of modern, AI-assisted web applications that integrate securely with mission-critical regulatory systems. Accountable for resource allocation, project and task prioritization, and team capacity planning, this role ensures the function is appropriately staffed and positioned to deliver on evolving business needs. The Manager provides daily leadership, coaching, and career development to team members while fostering continuous improvement in communication, problem-solving, and technical expertise.
As the technical lead for Stream 2 initiatives, this is a player-coach role responsible for setting architecture direction, defining integration patterns, establishing quality and secure coding standards, and mentoring developers to ensure scalable, secure, and mission-critical systems are delivered in alignment with organizational priorities.
Position responsibilities
Strategy, Acquisition & Operational Leadership
- Lead pre-development evaluation of proposals to identify risks, system impacts, integration considerations, and alignment to business and regulatory requirements.
- Ensure development initiatives meet functional requirements, end-user needs, compliance standards, and organizational objectives.
- Facilitate Business Process Governance to analyze, prioritize, and resource enhancement requests before entering development.
- Oversee feasibility studies and provide recommendations on software procurement, integration, and deployment decisions.
- Manage the development, deployment, and enhancement of applications and systems across the organization.
- Establish architecture patterns for Node.js-based web applications and define secure, auditable integration standards, including Microsoft Dynamics integrations.
- Ensure AI-assisted development tools are leveraged responsibly within a structured SDLC while maintaining code quality, security, and auditability.
- Conduct code reviews and enforce engineering standards, quality assurance practices, and secure coding principles.
- Guide solution design for intake portals, dashboards, and digital workflows in collaboration with business and technical stakeholders.
- Provide technical leadership to developers, business analysts, and system administrators to ensure data integrity, performance, and infrastructure reliability.
- Communicate development priorities, risks, and progress clearly to executives, managers, and end users.
- Maintain hands-on involvement in application development, database programming, and system support as required.
Qualifications and experience
- 10+ years of progressive experience in software development, programming design, and systems management, with proven leadership overseeing the direction, development, and implementation of enterprise software solutions.
- Strong hands-on technical background, including modern Node.js/web stack development and legacy Microsoft technologies (.NET, C#, ASP.NET, SQL), with the ability to operate as a hands-on architect, not purely managerial.
- Extensive experience with enterprise platforms, including Microsoft Dynamics CRM, OpenText Content Server, and OpenText Capture Centre, with demonstrated ability to integrate modern applications with legacy systems.
- Deep knowledge of Software Development Life Cycle (SDLC) methodologies and IT project management practices; PMP designation considered an asset.
- Strong understanding of system architecture, database design, file management techniques, and automated software/system management tools.
- Comprehensive knowledge of quality assurance methodologies, secure coding practices, data privacy laws, and regulatory standards (including PCI-DSS compliance).
- Proven ability to prioritize and execute in high-pressure environments, balancing technical rigor with pragmatic, delivery-focused execution.
- Excellent communication and stakeholder engagement skills, with the ability to translate technical concepts into user-friendly language and align solutions to organizational goals.
- Strong customer-service orientation and collaborative leadership style, with experience mentoring and working within cross-functional teams.
- Industry-recognized education or training, such as an IT diploma or degree.
